Questions, Resources and Series content can be changed at specific stages of the process, after each stage passes, it may not be possible to make more changes

Concept Comparison
Another way of looking at Question Sets, Series and Enrolments is when we think of a music CD. A little old school now but if you think of the music tracks themselves, the album case and cover and then buying the CD and listening to it at home.

Question Sets are like the CD with the music tracks burnt into it. These are the authored questions created in a particular order and the settings here are the same for all versions of an album in different countries.
Series are like the album case and cover. This has a specific cover image, album title and introduction that can differ from country to country to suit the audience. The series does the same thing. It provides audience specific information that is set at the time the series is created.
Listening to the music is the final stage where the audience can hear the songs and read the album cover as the artist intended it. The audience or learner is selected here and other delivery specific parameters can be applied unique to the learner.
